Unidade Local de Saúde da Guarda (ULSG) is a corporate entity governed by public law. It was created on the 10th of January of 2008, through the Legislative Decree No. 183/2008, of the 4th of September. It brings together two hospitals (Guarda and Seia) and the thirteen Health Centers of the former Guarda Health Sub region (Almeida, Celorico da Beira, Figueira de Castelo Rodrigo, Fornos de Algodres, Gouveia, Guarda, Manteigas, Meda, Pinhel, Sabugal, Seia, Trancoso and the Vila Nova de Foz Côa Health Center, which became part of the ULSG since 05/01/2014, through the Legislative Decree No. 5/2014, of April 16th). Thus, in the District of Guarda, only the municipality of Aguiar da Beira is not included in the ULSG.
Its mission is the integrated facility of primary, hospital, palliative and convalescent care to the population in its area of influence, with active mobilization of the surrounding community, increasing the levels of health and well-being, ensuring the activities of operative public health services and the means necessary to exercise the powers of the health authority, as well as research, training and teaching activities.
Its vision is based on population recognition as well as employees and other entities as an organization that ensures a high-quality response to the health needs of its users throughout the life cycle, guided by strict principles of efficiency and responsibility in the economic, financial, social and environmental fields.
ULSG has as its main reference in the citizen, conciliation of health strategies (regional and national) and the optimization of available resources.
Based on the intention to pursue a guiding culture of personalized and excellent care, its objectives are:
- Promote the achievement of health gains, providing continuous and effective services with added value;
- Ensure the provision of excellent health care to all users;
- Prevent disease and promote health through greater focus on prevention, early diagnosis and treatment and patient education;
- Achieve full integration of care in organizational, clinical, administrative, financial, normative and systemic dimensions;
- Promote a holistic view of care provision, shared and recognized by employees, partners and users;
- Ensure easy access for patients to adequate and timely healthcare;
- Ensure the adjustment of health care to the needs of the population;
- Provide professionals with continuous training, adequate to improve care performance and professional progress and accomplishment;
- Enhance an internal culture focused on the acquisition of transversal skills and teamwork;
- Develop teaching and scientific research.
In this context, the Clinical Trials Office (GEC) was created to reinforce the incentive to the growth of research and innovation, furthering the promotion of scientific and technological knowledge.
Thus, the innovation process that begins in the laboratory, identifying new molecules and promising future treatments has a long way to go before reaching clinical practice.
Also in this line of action, the ULSG signed a collaboration protocol with Blue Clinical for the promotion of Clinical Research.
